Formal notice of federal shutdown from the Office of Contracts and Grants

With the United States Congress having failed to pass a temporary or permanent federal budget measure, pursuant to the Antideficiency Act, 31 U.S.C. 1341 et seq., as of 12:01 a.m. ET, October 1, 2025, some federal government 鈥渘onessential鈥 operations have halted until passage of a funding measure. It is unclear how long the shutdown may last.听
We have chosen not to suspend essential work on any federally funded sponsored projects at this time. The campus supports the continued success of ongoing research and the protection and well-being of human and animal research subjects.听
Our current guidance for sponsored projects is as follows:
  • Awarded projects can continue as planned if they are within the approved period of performance and/or budget.
  • Spend prudently. Exceeding allotted award amounts is not recommended as costs may not be reimbursed by the Sponsor following a federal government shutdown.
  • At-risk accounts are and will be set up on a very limited, case-by-case basis, until resolution on the federal budget.
  • In no event should the university鈥檚 animal or human research subjects be negatively impacted by the government shutdown. 听听

During previous shutdowns, the United States Government honored its commitments to ongoing sponsored projects and reimbursed expenses incurred during the shutdown, but there is no guarantee that agency operations and guidance will be consistent with prior shutdowns. Given the uncertainty in the federal government, reimbursement of expenses may be less likely with this shutdown.听听

OCG will also:

  • Contact PIs and department administrators should 麻豆免费版下载Boulder receive stop-work or termination for convenience notices on specific contracts or awards.
  • As needed, commence official notifications to affected subrecipients under CU鈥檚 federally funded projects. 听
  • To the extent federal electronic systems are operational, continue to submit federal proposals, reports and closeouts. It is anticipated that help desk personnel will not be available.听

It is likely that federal program, grant and contract officers will not be available to answer questions regarding proposals or to provide proposal reviews and required preapprovals, such as for sponsor-approved no-cost extensions, key personnel changes, travel and equipment purchases.听

OCG, along with campus leadership, will monitor the status of the shutdown and share updates through email communication, our federal funding website and 麻豆免费版下载Boulder Today, as well as the RIO Bulletin.听

The is posting agency shutdown contingency plans as they become available. Researchers are requested to monitor for and review any guidance provided by the funding agency(ies) supporting their active research projects. Continue to follow grant, proposal, or funding deadlines and instructions while remaining prepared to respond to changing agency requirements.
