International Collaborations

At the same time, there are growing risks associated with certain foreign institutions, and as a university, we are expected to know the foreign collaborators associated with 麻豆免费版下载research.
The 麻豆免费版下载 affirms its unwavering commitment to fostering international research collaborations that advance scientific discovery, innovation, and global knowledge exchange. As a public research university, 麻豆免费版下载Boulder recognizes that the free flow of ideas across borders is essential to academic excellence and societal progress.
In pursuit of this mission, 麻豆免费版下载Boulder welcomes partnerships with global scholars, institutions and innovators. However, we are equally committed to upholding the highest standards of legal and ethical conduct. All international collaborations must comply with U.S. export control and research security laws and regulations; including Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), the Office of Foreign Assets Control (OFAC) sanctions programs, and National Security Presidential Memorandum-33 (NSPM-33).
Compliance with export control and research security laws and regulations requires a proactive, university-wide commitment. Every individual鈥攆aculty, staff and student鈥攑lays a vital role in safeguarding the security and integrity of 麻豆免费版下载Boulder鈥檚 export controls program. It is essential that all members of our research community understand their obligations, especially as export controls have grown in breadth and complexity in recent years. Notably, export controls and research security are not limited to the physical export of items, software or technology abroad. They also apply to the release of information, technology or source code to foreign persons, even within the U.S.鈥攁 concept known as a 鈥渄eemed export.鈥 Such releases can occur through presentations, emails, conversations, trainings, research participation and site tours.听
Due to the risks of exposing controlled information during international collaboration, 麻豆免费版下载Boulder strictly prohibits ANY collaboration with individuals or entities listed on U.S. government restricted or denied party lists, including but not limited to the Specially Designated Nationals (SDN) List, the BIS Entity List, and the Military End-User (MEU) List. This prohibition includes individuals who work for, or are affiliated with, a U.S. Denied Entity. Engaging with such entities may result in serious consequences, including the loss of research funding, ineligibility for future awards, and reputational harm to both the individual and the university.
Should a compelling argument exist for a one-time collaborative effort to finalize a publication post-graduation by a recently graduated 麻豆免费版下载student currently at a denied institution, the request must be submitted to 麻豆免费版下载Boulder Export Control (exportcontrolhelp@colorado.edu) prior to continuing any collaboration. The request will then be reviewed by the CU鈥檚 Export Control Officer, Campus Misconduct Advisory Group (CMAG), and/or University Counsel. Final campus approval of collaboration will ultimately fall to the ECO. Should an export license from the U.S. Department of Commerce, Bureau of Industry and Security (BIS) be required, the collaborative effort will not be approved.听
